Description
Review harm reduction policy and how it is practiced in the field in different areas. Overview of drug trends with a focus on animal tranquilizers. Review overdose reversal techniques used street side.
Learning Objectives
At the conclusion of this presentation, participants should be able to:
Describe the historical context and evolution of harm reduction movements and their core principles.
Explain the emergence and epidemiology of xylazine in the illicit drug supply, including key local and national trends.
Identify xylazine’s pharmacology, routes of administration, typical dosing patterns, and common adulterants.
Demonstrate appropriate assessment procedures for suspected xylazine involved and poly substance overdoses.
Apply evidence based, practical overdose response protocols, including naloxone administration and adjunctive measures for xylazine related presentations.
Implement person centered, trauma informed harm reduction strategies tailored to individuals using the current drug supply.

Sarah Laurel
After recovering from substance use disorder, Sarah sought to offer resources to women like herself. What began organically grew into a program providing housing, street-based outreach and nationwide training. Sarah uses her lived experiences to serve others and stay relatable to those still struggling. She leverages her corporate background to lead the Savage team thoughtfully, productively, and sustainably. Sarah is the recipient of several awards, including a Congressional Medal of Honor. She was featured on two Emmy award-winning episodes of Vice News and CBS News with Jessica Kartalija. Additionally, she created the first Xylazine training, delivering it both locally and nationally. Her advocacy for people who use substances, disease prevention, public health, and social justice has been consistent and groundbreaking.
