ORN Spring 2023 - Innovation and Regulation: Improving Methadone Access While Maintaining Treatment Quality and Safety

Description:
Dr. Stoller will review a pilot study of pharmacy dispensing of methadone, the use of a secure pillbox for take home doses of methadone, and a survey of OTPs regarding extended take home doses of methadone during the COVID-19 pandemic. He will also review upcoming changes to Federal regulations for OTPs, and discuss how treatment access, quality, safety and patient-centeredness can be maintained and improved.
Learning Objectives:
At the end of the seminar learners will be able to:
Identify at least two innovative ways to increase access to methadone treatment of opioid use disorder.
Identify pros and cons to making methadone available through pharmacy prescribing.
Learners will become familiar with the proposed regulatory changes to 42 CFR Part 8, issued in December 2022.

Speaker:
Kenneth B. Stoller, M.D
. is a Professor of Clinical Psychiatry and Behavioral Sciences at the Johns Hopkins University School of Medicine. He is an addiction psychiatrist who is a well-regarded expert on opioid use disorder, and directs the outpatient addiction treatment program at Johns Hopkins Hospital while also serving as the Behavioral Health Medical Director for Johns Hopkins affiliated health plans. Dr. Stoller developed, evaluated and disseminated models of care geared toward multi-morbid populations that are integrative and promote adherence. His most impactful focus has been on collaborative care models, treatment access, program building, health policy, and healthcare utilization/cost. He developed and disseminated a collaborative opioid prescribing ("CoOP" buprenorphine hub and spoke) model which has received high level attention from SAMHSA, ONDCP, and professional societies, and has been instituted by programs and localities nationwide. Dr. Stoller is deeply-engaged with local, state and national associations and governmental agencies engaged in addressing the opioid epidemic.

Julie Kmiec, DO, graduated from Western University of Health Sciences College of Osteopathic Medicine of the Pacific. She completed her general psychiatry residency training and addiction psychiatry fellowship at Western Psychiatric Institute and Clinic (WPIC) in Pittsburgh, PA. She is currently an Associate Professor of Psychiatry at the University of Pittsburgh School of Medicine. She is board certified in general and addiction psychiatry. Dr. Kmiec is the Medical Director of the Ambulatory Detoxification Program and Bridge Clinic, as well as the Narcotic Addiction Treatment Program.
Her clinical interests include treatment of drug and alcohol withdrawal, prevention of overdose, and pharmacotherapy for the treatment of addictions. Dr. Kmiec’s research involves training healthcare professionals on the implementation of medications for opioid use disorder. She is the Immediate Past President of the American Osteopathic Academy of Addiction Medicine.
